I deal with the exceptional cause of the deadlock this year. 54-day case was one of a class of casos which is unfortunate- -ly becoming too frequent: an attempt to re-open an old succession. There were in the early part of last year at leest four cases of this class, and one of them, in which if my memory serves me right, a million dollars was involved, would also have been of great length: it was unexpectedly settled. But we cannot hope that there will not be others, more especial- -ly as the one tried this year was in some measure successful They are the inevitable result of the conflict of English law and Chip-ese custom, and young men are now undoubtedly prone to challenge the very lax ways, from our point of view, in which their ancestor's estate have been administered. I need not tell you how lax the administration is likely to have been. The re- -opening of an old estate if it is at all large must involve the examination of inumerable documents, and wading through endless account. Sooner or later there will be a fresh crop of similar casos.

There is one point on which I gather you lay much stress: it is the very familiar one that the Puisne Judge is not fully occupied, and that he might relieve the Chief Justic. I have always laid some stress on the fact that the Third Judge if appointed would take, among other thigs, the Assize, Bankruptcy work, and Chambers. But the fact that I have laid stress on this seems to have induced the belief in the Government mind that it is these items that create the difficulty. It is a fact that if the Chief Justice were reliey- -ed of this work he would be less hampered than he is, but it would not alter the fact that the strain occurs in the trial of cases in Original Jurisdiction, and that those three items only make the load more unbearable; nor would it alter the fact that both Judges would have their time fully occupied. There is one point which the lay mind in England as well as in Hongkong never seems to be able to grasp: the time that is
